“There is so much uncertainty about what is allowed that it is advisable that travellers choose the safest option which is original documentation,” she said. “The only way to bring an end to the confusion would be if Home Affairs clarifies this and that can only be done through an amendment.” - NOT DONE TO DATE May 2016

Biometric Visas

South Africa’s immigration regulations are that accredited travel agents make visa applications for their clients, while biometrics will be taken at ports of entry

Accredited travel agents can make visa applications for their clients and that foreign minors are no longer required to produce an unabridged birth certificate when travelling to and from SA. negating the need for in-person applications.

This programme will see these companies making visa applications on behalf of their clients and will possibly be extended to other countries.Visa applications are accepted by post from countries that required a visa to South Africa but did not have a South African consulate or embassy

Simplified
The demand for unabridged birth certificates to be brought with children coming here is being quietly dropped (but people will be urged to bring them, and will have to use them to apply for visas); Those needing visas will be able to apply through the postal service or use an accredited tourism company, depending on where they are; and Biometric information will be captured at international airports as visitors arrive. Crucially, the demand that South African children travelling out of the country must have their unabridged birth certificates will remain but the wording around the document will be changed, to make it slightly easier. And school principals and those running sports teams will be able to sign consent forms to allow the children out of the country.

Official.
Biometric visa applications are to be made on arrival in South Africa. Biometrics, including fingerprints and photos, at ports of entry.

Requirement for children under the age of 18 - Minors travelling to South Africa While the requirements will be the same for South Africans and citizens of other countries, for foreigners’ purposes, an Unabridged Birth Certificate is merely a birth certificate from the responsible authority in their country which lists the particulars of the child’s parents. Parents are strongly advised to carry this proof. In the instance where this information is contained on the child’s passport, this too shall be acceptable. Travellers would be “strongly advised to bring along proof of the relation and consent from the absent parents or guardians.

Where visas are required, provision of original birth certificates or certified copies of required documents should continue during the visa application process Supply proof of relationship when travelling with minors,if you are travelling with a child and you are not the child’s parent or may appear not to be the parent (for example, if you have a different family name), it is recommended to carry proof of the relationship. This proof could include copies of a birth or adoption certificate, a marriage certificate if you don’t have the same name or a letter from the child’s parents giving you permission to travel with the child.

Immigration Regulation 6 (12) (a) states that where parents are travelling with a child such parents must produce an unabridged birth certificate, while Immigration Regulation 6 (12) (b) states in the case of one parent travelling with a child, he or she must produce an unabridged birth certificate and consent in the form of an affidavit from the other parent.
Regulation 6 (12) (c), however, says where a person is travelling with a child who is not his or her biological child, he or she must produce a copy of the unabridged birth certificate of the child as well as an affidavite from the legal guardians giving consent to the travel
“The interpretation of Regulation 6 (12) a and b is that if a child is travelling with their biological parents original UBCs are required as it does not state copy as is the case of 12 (c) which clearly indicates that a copy will suffice,” said Gerneke.
Gericke said with airlines responsible for relocating passengers if they are turned away on arrival in South Africa erring on the side of caution was therefore understandable following several incidents where airlines have refused to accept copies of UBCs.
